Trip in Africa from the Federal Councillor Micheline Calmy-Rey

Federal Councillor Micheline Calmy-Rey travelled to the DR of Congo and to Tanzania and held talks on ministerial level. The trip focussed on Switzerland’s cooperation and development activities, in
particular in the health sector.

Development Cooperation: Priorities
The main objective of Swiss development cooperation efforts in Tanzania is poverty reduction and the improvement of the living conditions of the people. The program concentrates on the following three activities:
- Governance for poverty reduction: Good governance is considered fundamental to the development of prosperity. The program aims to strengthen civil society, promote a culture of democracy, support to the development of an independent media landscape, provide budgetary assistance in the framework of the Tanzanian poverty reduction strategy, monitor the implementation of the poverty reduction strategy and encourage political dialogue.
- Economic growth and asset development for the poor: Economic growth is essential to efforts to reduce poverty. A lack of assured income generating opportunities and the inability to create and maintain assets are the major causes of poverty. The program aims to support production in the areas of agriculture and local handicrafts, encourage small and medium-sized enterprises, help in the development of local transport, encourage economic and business reforms and political dialogue.
- Social and physical well-being: Poor health, AIDS, and the resulting ostracism as well as the social consequences of repeated natural disasters, make the people vulnerable in their life existence. This vulnerability, in turn, has a direct bearing on poverty. The program aims to support community health initiatives, to strengthen the community social fabric, to support reform in the health sector and to combat contagious illnesses. Tangible results can be seen, for instance, in the fight against malaria. Infant mortality in Tanzania has been reduced by 25 percent since 2000 in part through the increased use of mosquito nets.
The SDC aims mainly to support the Tanzanian people in their own efforts to develop their country. The SDC thus works closely with
- Tanzanian partners on the community level, as well as district authorities and the central government;
- Tanzanian civil-society organizations;
- larger foreign bilateral and multilateral cooperation partners; and
- Swiss partners active in Tanzania, particularly in the healthcare domain.
This approach enables the SDC to conduct effective political and technical dialogue with the Tanzanian government, based on the diverse and concrete experiences the SDC has acquired in the field.
