On 9 July 2011 the former
semiautonomous Region of Southern Sudan declared independence and seceded from the Republic of Sudan. The proclamation of the Republic of South Sudan marked the end of a bloody period of conflict
that lasted more than half a century. According to the United Nations, until the Comprehensive Peace Agreement (CPA) ended the fighting in 2005, the civil war between the North and the South claimed
the lives of almost 2 million people. In the six years following the signature of the CPA, the nascent South Sudanese government focussed on peace and state building, and the delivery of humanitarian
and development assistance to provide the population with food, security and basic social services.
The SDC has maintained a Programme Office in Juba since 2006. Switzerland participates in the development of this fragile region with direct actions, bilateral project support, multilateral contribu-tions and expert secondments..

Development Aid – Priorities:
- Governance: SDC supports Fondation Hirondelle in its operation of Radio Miraya. The in-dependent radio station serves as a nation-wide reference medium on daily news and in-formation. As a critical voice of the emerging civil society, Miraya contributes to creating a democratic, peaceful and stable new nation.
- Food and livelihood security: With the support of the SDC, the Food and Agriculture Or-ganization (FAO) implements a “Farmer Field School” project in SDC’s focus region of Northern Bahr el Ghazal. FAO’s project spearheads the introduction of a holistic extension system which supports vulnerable farmer families to become more self-reliant and thus less dependent on emergency food assistance.
Humanitarian Aid – Priorities:
- Basic social services: Due to the destruction caused by the civil war, the level of basic in-frastructure and services in South Sudan is one of the lowest in the world. Access to basic public services is still very limited or even out of reach for millions of people. Public services remain to a large extent dependent on the interventions of humanitarian relief agencies. The SDC implements a water project in Northern Bahr el Ghazal State with a budget of CHF 5 Mio. Together with several long-standing partners, Switzerland contributes to the coordinated efforts to provide South Sudan with safe drinking water, improved sanitation and basic health services. Switzerland’s partners include MEDAIR, Médecins Sans Fron-tières Switzerland (MSF-CH), the International Committee of the Red Cross (ICRC) and the UN’s Refugee Agency (UNHCR).
- Food security and livelihood: Erratic rainfalls, the high influx of Southerners who are re-turning from northern Sudan, and frequent displacement due to the still prevailing insecurity all contribute to the very low food security in South Sudan. The SDC supports the World Food Programme (WFP), the major actor in terms of food security, as well as international NGOs such as Action Against Hunger (ACF-USA) to deliver emergency food assistance and support the slowly emerging local food production with the aim of improving overall food security and subsistence.
- Protection of civilians: South Sudan is one of Switzerland’s focal countries for its protec-tion programmes. After 50 years of violent warfare, riddled with ethnic and political fault lines and a long tradition of violent cattle-raids combined with ongoing clashes between rebel militias and the new regular army, it is a fragile post-conflict context in which the protection of civilians is a constant challenge. Agencies with a specific protection mandate (ICRC, UNHCR, UNICEF) as well as the UN’s Office for the Coordination of Humanitarian Affairs (OCHA) receive contributions from SDC. These agencies and organisations enhance hu-manitarian access and coordination and deliver invaluable services to people in conflict situations. They help, with their presence and publicity, to protect civilians from being af-fected by violence.
