Visit of President Guebuza on the occasion of 30 years of cooperation
Official development assistance between Switzerlandand Mozambiquebegan 30 years ago. Mozambique’s President Armando Emilio Guebuza paid a visit to Switzerlandon 16 June 2009in celebration of this jubilee. The history of this cooperation is now briefly portrayed in a published brochure.

MOZAMBIQUEAI.GIFMozambique has been receiving SDC support since 1979. At the outset, it consisted of humanitarian aid, but in the 1990s, the programme was regularly adapted to the changing framework conditions and has expanded considerably. Switzerland made an important contribution to implementing the 1992 peace agreement, helping with the demobilization and reintegration of former soldiers and supporting elections. After the catastrophic floods in 2000, Switzerland participated in emergency and reconstruction assistance. Switzerland provides assistance to Mozambique in the areas of health, economic development and governance. The programme is jointly funded by the SDC and the State Secretariat for Economic Affairs (SECO). On the one hand Switzerland supports projects in the northern and poorest provinces of the country (Nampula and Cabo Delgado), working directly with the rural population. On the other hand, Switzerland provides direct budgetary assistance and supports projects aimed at fiscal reform.

Development Cooperation: Priorities

The new Mozambique cooperation strategy (2007-2011) focuses on three areas that are closely linked: economic development, local governance and health. In all three areas, Switzerland is working at the following levels: local level (especially in rural areas in northern Mozambique), decentralized level (districts and provinces) with local government, and national level with central government institutions. Particular importance is attached to cooperation with civil society and NGOs, as well as to the decentralization aspect.

Priority cross-cutting activities: HIV/AIDS and gender equality are included in all Switzerland's projects and activities as cross-cutting focal points and are supported with the appropriate measures.

Targeted use is made of synergies between locally concentrated activities and programmes at national level. Particular importance is attached to monitoring political developments and security. With an eye to the international harmonization agenda (Rome and Paris Declarations), development cooperation in Mozambique is characterized by intensive dialogue with the government and close cooperation with other donor countries and organizations within the framework of the G 18 Group (especially with the EU and the World Bank) (for further information, see http://www.pap.org.mz/paf.htm).
