In the framework of a joint strategy for the period 2011 until 2014, the SDC and the State Secretariat for Economic Affairs (SECO) support Ukraine in its transition process to improve the living conditions of its citizens, to provide effective public services, and to promote sustainable economic growth. Swiss assistance focuses on four thematic areas where Swiss expertise is in demand and where the potential for a relevant contribution to Ukrainian development objectives is high. It provides technical and financial assistance for projects that seek to strengthen local governance and public services, improve reproductive health, or foster sustainable economic development and greater energy efficiency.
In 1997 Switzerland and Ukraine signed a framework agreement on technical, financial and humanitarian cooperation, which led to the opening of a Swiss Cooperation Office in Kiev in 1999.

Cooperation with Eastern Europe: Priorities
SDC projects in Ukraine provide support in the following areas:
- Local governance and communal services: strengthening of local authorities in order to ensure the effective provision of public services (for example drinking water and rubbish disposal; support for district associations and civil society organisations in the planning and implementation of small infrastructure projects; accompaniment of national reform processes in the areas of decentralisation, regional development and local governance.
- Reproductive health: contribution to reducing mother and child mortality through improved access to and quality of perinatal health services; campaigns aimed at both women and men which seek to raise awareness of prevention and the health care available to them in the event of pregnancy.
- Judicial system: SDC projects to assist the reform of the Ukrainian judicial system will continue until the end of 2011.
