Evaluation activities

SDC's Evaluation Program aims to illustrate how SDC assesses the efficiency, effectiveness and the relevance of its operations through evaluation. It reports on SDC's evaluations completed in 2008 and those planned for 2009-2010. The program is a rolling one and there may be changes depending on emerging needs and operational circumstances.

SDC distinguished between two main evaluation categories:

  1. Implementation and Impact Analysis – Controlling (IIAC): These evaluations are mandated by SDC's Senior Management to address internal strategic needs and are commissioned by the Corporate Controlling Section which is outside of line management. These evaluations are primarily summative in nature and aim to determine what was effective, what wasn't and why at the outcome / impact levels. A Core Learning Group is constituted to accompany the evaluation in order to promote learning and the implementation of agreed recommendations.
      
  2. Reviews: These evaluations are mandated by those directly or indirectly responsible for the planning and monitoring of a program or project at headquarters or in SDC's cooperation offices in partner countries. They are primarily formative in nature with a focus on improving performance by analysing the factors contributing to or hindering the achievement of intended goals.
