Mandates awarded by the SDC 2010
The vast majority of mandates awarded by the SDC are conferred upon experts in a given field (relief agencies, specialized institutions, and private enterprises) for the purpose of implementing specific projects and programmes in the domain of development cooperation. Institutional consultancy agreements represent only a small portion of the mandates.
In 2010 the SDC allocated 730 mandates, incurring liabilities of CHF 140.8 million, about the same as in 2009.
The 730 mandates were given to 378 different mandatees. 87 per cent of mandates were for sums under CHF 150,000. A further 7 per cent of cases involved follow-up phases. The remaining 6 per cent represent mandates awarded to the winners of a competitive procedure (contract value of CHF 150,000 and above).
The SDC's allocation practice is based on legal requirements which stipulate that mandates for services of a value of up to CHF 150,000 can be freely allocated (CHF 50,000 for goods). In the SDC's business practice, follow-up phases are continuations of long-term, comprehensive projects and programmes requiring implementation over a two or three year period. In some cases they may also be the result of unforeseen project extensions.
The pertinent legislation stipulates that follow-up phases may be conferred by private contract provided that their first phase was the object of a call for tender and the option of subsequent conferral by private contract was expressly mentioned. Other exceptions apply to cases which involve intellectual property, or to those mandates vested with unpredictable urgency, e.g., emergency humanitarian aid.
